The Greater East Side—officially District 2—is one of Saint Paul’s 17 planning districts, located in the city’s vibrant northeast corner. Our district includes ten unique and historic neighborhoods: Beaver Lake Heights, East Phalen, Frost Lake, Hayden Heights, Hazel Park, Hillcrest, Lincoln Park, Parkway/Greenbrier, and Phalen Village.

Bounded by Larpenteur Avenue to the north, McKnight Road to the east, Minnehaha Avenue to the south, and Johnson Parkway and the former Burlington Northern rail berm to the west, the Greater East Side is a place of strong roots, resilience, and community pride.

The Greater East Side Community Council (GESCC) is your neighborhood voice at City Hall and beyond. We bring residents, businesses, and partners together to strengthen and support our community through inclusive engagement, meaningful advocacy, and collaborative leadership.

Get involved! Attend a board meeting, join the council, volunteer at local events, or help out with neighborhood clean-ups and community projects. Every action—big or small—makes a difference in building a safer, stronger, and more connected East Side.
